Quickest way to level up?!?! Start by doing the story events first. After your first 22 story events (which mainly involves interacting with other characters, and which takes around 30 minutes - if skipping the story) and once you reach level 10, you will get access to the Multi Lobby. After you join the Multi Lobby go to the Online Event/Expert Missions.
... Multi Lobby ... Online Events/Expert Missions/Time Patrol ... Repeat ...

Go see Majin Buu, feed him and his family and you will get in return loads of items.

*Similar to Majin Buu, but with less of a strain on your bag, is Mekuji, the farmer on side of Guru's House.

Other ways for levelling up may include talking to Tosok (location below). Tosok will upgrade your character up to level 80 in exchange for your Zeni coins and above level 80 in exchange for your TP Medals ... if you meet certain requirements.

After finishing your story event milestones you will be granted further level upgrades. (see below)

Shenron can also help you level up. (Further info on wishes below, I prefer getting TP medals)
