CAUTION: THIS FORCES YOUR GAME TO BE 32-BIT.
Windows Settings
First You Are Going To Press Windows Button + I To Go To Settings. After That Go To System, Sounds And Scroll Down Until You See "More Sound Settings" And Click It

Then You Are Going To Go To Recording And Press Your Default Device

Next You Are Going To Press Properties, Advanced And Uncheck Allow Applications To Take Exclusive Control Of This Device.

Next Press Windows + i To Go Into Settings. After That Go To System And Then Sounds, Make Sure Your Device You Want To Use Is The Default Device But Not The Default Communications Device.
TF2 Settings
First Right Click TF2 In Steam, Go To Manage And Then Browse Local Files, A File Explorer Window Will Pop Up. If You See A tf.exe And a tf_win64.exe you are not good to go yet.

What You Are Going To Do Next Is Delete tf_win64.exe and rename tf.exe to tf_win64.exe.
if you did this correctly your exes should look like this:

Launch TF2 And Turn Voicechat On In Settings And Your Good To Go! If The Problem Persists Something Is Wrong With Your Hardware.

If You Messed Up The .exe Part Verify Your Game

The End
Now Hop Into A Game And Talk As Much As You Want!
putting +secure in my launch settings and running the game from the library fixes the "game is insecure" bug.

So pretty much in this method you have to revert TF2 to 32 bit
