Ravenbolt Compact Tools 2024 Fix [v2]

I love Ravenbolt's compact mod but the block tools crashed the game.
Made a fix for myself, decided to push it a bit further and publish it.

(original mod (crashes) : Ravenbolt Compact Conveyor System)

Changes from original mod:

• Tools dont crash when placed in word!
  
• Balanced dig mode for drills (see screenshot for comparison) - no more gigantic holes from a tiny drill
  
• Somewhat balanced block recipes
  
• Reasonnable block weights (kinda like Cheetah's version)
  
• Little tweak so that 3 compact medium cargo have a slightly lower capacity than a 3x3 vanilla cargo (-10%)

Changelog:
- v2: Greatly updated collision resistance of the welders/grinders/drill blocks
- v1: Initial release

Notes:

• COMPACT WEAPONS NOT INCLUDED (too much work and there are plenty good weapons mods already)
  
• Microdrill's rotation is funky (wrong axis) but I cant fix this without making a new model
