1. Tested and approved (by me of course)
Atomic Heart is not a difficult game, though it can be frustrating to get a grasp of the basics. This basic build made my first play-through perfectly manageable and my second play-through on NewGame+ Armageddon a breeze.

It's important to note that you can always exploit Facility 3826 for farming, allowing you to use the annoying infinite loop self-repair robot system to your advantage. I encourage everyone to challenge themselves to earn resources for leveling but also polish their combat capabilities.
2. Weapons
You will only need three weapons full upgraded:

Zvezdochka

Heavy club go bonk. Upgrading the weapon will give it excellent attack speed, stagger potential, and massive damage while refilling your energy. I recommend the Uppercut power attack with the Lower Blade upgrade.

Dominator

Pewpewpewpewpewpew! While some may criticize this weapon as being an energy glutton, this can easily be bypassed with upgrades, investment into the Energy tree along with Mass Telekenesis, and consumables that you can easily make after all that farming for parts you did. Besides Plyusch, it's effective on all bosses while ripping through robot enemies. I recommend sticking with the heavy automatic version for good range and DPS.

Kalash

Ratatatatatatatat, nothing like it. A fantastic all around gun that cuts through organics while putting up respectable damage with cartridges. I used this as a backup for when I ran out of energy and needed to end things fast. Note: watch out for bosses and enemies with a yellow aura in Armageddon that are highly resistant to ballistics.
3. Polymers
Mass Telekinesis

Your bread and butter, your panic button, your nuclear option, your press-to-win-button, Mass Telekinesis works on nearly every enemy (except purple aura creeps in NewGame+ and one of the Twins). Upgrade this fully as soon as you can so you can interrupt boss special attacks, refill energy, and control the flow of battle.

Polymeric Shield

Want to make most boss fights an absolute joke? Enjoy not taking damage from special attacks? Need protection while you bonk? Shield is the second power that should be fully upgraded, and like Telekinesis it works in nearly every situation. While it's not as exciting as shooting goo or freezing things, this will save your hide and consumable consumption.

Shok

For those coming from Bioshock: this is still wildly effective but not overpowered as it was in Rapture. It's already equipped and must be used for many puzzles, so why not make it more effective for stunning mobs? Be warned, bosses only get temporarily slowed down, though you can use it to stall with Telekinesis while your Shield is on cool down.
4. Conclusion
Crispy critters we're already to the end! Enjoy the build and let me know how you like it.
