Auto-Pause on council task complete fixed for 1.12

This is just a fix for fodazds mod of the same name. The original mod has a bug that adds a negative modifer to the raise control council task that makes this task usless. Since this is easily fixed and the original mod wasn't updated in over a year I uploaded this fixed version until the original mod gets updated.

I'm no modder, so I won't add any new features and might not be able to fix more complicated bugs in the future.
