Receive the leader traits of friendly leaders. Each building in the Diplomatic Quarter grants +4 Diplomatic Favor with other civilizations. Unlocks the Aerodrome and the unique unit, the Sky Fleet, upon researching the Industrialization technology. Unlocks the Highlander upon researching Rifling.

 Ange Le Carré 
Spies gain the Ace Driver ability. Provides 500 Science (standard speed) and 1 Envoy when activating a Great Spy. Upon researching Political Philosophy, receive a free Spy and increase Spy capacity. Unlocks the Aerodrome and the unique unit, the Sky Fleet, upon researching Industrialization.
