This guide would solve an issue when you launch the game via launcher but get the message "There is an error importing setup files. Please try again from launcher." instead. This will also works on STEINS;GATE: Linear Bounded Phenogram and STEINS;GATE: My Darling's Embrace since these three games run on the same engine.

Go to Settings > Time & language > Language & region > Administrative language settings > Change system locale > Tick "Beta: Use Unicode UTF-8 for worldwide language support" > click OK

Alternatively

Go to Control Panel > Clock and Region > Region > click "Administrative" tab > Change system locale > Tick "Beta: Use Unicode UTF-8 for worldwide language support" > click OK

The system will restart and after that you should be able to launch the game via launcher normally.
