Relaxed Appliance Info

Adds options to make appliance info popups less aggressive.

* Display instantly instead of zooming/bouncing into view (default on)
* Display mode: Full info, never display, coins only, name and coins (default full info)
* Remove background from popup (default show background)

Menu available under Options -> Accessibility -> Appliance Info.

Can be used on host or client. Only users with the mod will see the changes, using their personal settings. Definitely possible to annoy your friends if they don't have it installed and you accidentally park yourself on a blueprint. :)
