i have a replay I can share that explains it better than I do. the ghist of it is that I hit a page with a meaty attempt, and my opponent used burst to escape. the "force drop" triggered and made the burst deal damage.

Librarian currently has a bug that allows them to punish most if not all attacks on a page hit as long as the librarian connects a hitbox. THIS INCLUDES BURST, making meaties against a librarian basically impossible and PUNISHABLE. note: librarian does have a "force drop combo" mechanic tied to this, but it shouldn't be giving free damage and knockdown off a burst in particular.
