IOW, IF Regex false: output = "undercurrent to ramp up charging" and IF Regex True = "-(over-current) before charging anyway to soak over-current." This is sent to the batteries in a fine percent so the batteries react 5% later.
These scalars MUST be larger than %5 of the total battery charge rate or they will never charge or stop charging. These numbers should be set to prevent over-current and undercurrent effects triggering, but in large banks: 5% of the total Charge Rate+2 is reasonably responsive and about as safe as it can be but could slow your reactor reaction. I believe this "14.6" 6.85% of charge rate number is meant to keep the reactor moving by keeping the battery load ahead of it.
