I'm having the same problem. Inside the mod files, the prereq techs for all the special forces doctrines are set to be doctrines further down the doctrine tree, which cannot be unlocked without researching the first tier SF doctrine. They should be unlocked by researching the respective SF infantry tech. You can edit manually, if you want.

Does this patch still work? I ask because I can't find where to research amphibious warfare anywhere in the techs. and it may be missing
