AFAIK, a negative fear factor makes your troupes less durable, and a positive one, more durable

@76561197995660084 if your fear factor is positive, your troops will do more damage, if it is negativ they will do less damage. The enemy also can have a positive or a negative fear factor which changes the values a bit, how long your unit can survive.
