This is a bare-bones map of the effects different actions have on determining which government you will get. Specifically for the Morrigi, but it can probably be generalized for other races. I haven't added the amount of change each action has, but might do that in a future playthrough. And there are probably some effects i haven't found yet, so don't take this as the word of god. So if you've ever wondered why you keep trending towards the growth-focused governments, here you go :D
