Basically, my guide is "leave it on the default unless otherwise noted," so it seems like you've got that right. The first two are ways to speed up or slow down the game. The next three are relatively new (i.e. in the last several years) and I assume the default for any guide I make, because technology advancement is so basic to gameplay.
Wire weed is an irritant which slows you down, but also bogs down the AI. Fungus is basically just for Orks; make sure you've got plenty if you're a greenskin! Region density is very subtle...if you want the maximum number of outposts and creeps, increase those settings and increase region density. The default works fine, though.
