Faster Settlement Growth x1.5 - SFO

I felt the x2 mod was too quick, just increased growth rate a little faster. This is achieved by halving the global growth threshold for settlements.

This mod only changes a few records, so it is compatible with nearly everything, should never require updating, and is extremely easy to edit.

Can be added and removed mid-save without issue. (Note: The game calculates growth at the end of the turn, so you might have more growth points than the threshold for a single turn if you add it mid-save. This does not happen in normal use.)

Tested in single player and multiplayer.

SFO growth is 250, this reduces it to 125
