probably a bug, in mine it would allow me to go back and search again, but it only gave me one sceptre on the first time.

Might be a bug but in my playthrough, I found the scepter but I could still search the ruins many times and repeatedly get the scepter. Originally, I thought it was a dual treasure quest but I couldn't find anything else (didn't find the map somehow). After finding the Scepter 3x, the game said the planet survey was completed. Very odd but I've ran into this kind of bug before on the initial build.
