Do like this picture (if you see and if steam gives picture) place windows 98/me in compatibility mode (if it didnt work experiment with windows versions) and remove steam's overlay
AND WAIT 1-5 MINUTES TO OPENING THE GAME (1-5 minutes of black screen) AND HERE WE GO WE WILL PLAY GAME!!!!
best fix is to go to old windows and kill update services of windows but the best solution is to format your disk and install windows 98 to windows 10 (20H1)
