1.35 Mitigate the detrimental effects of floods and earthquakes

These two events are quite unpleasant. In this mod, their impact has been reduced.

Two options are provided:

1.The events will still decrease development and mandate, but each province's development will only decrease by a maximum of 1, and there will be no loss of stability or devastation（earthquakes will gain 10 devastation）.

2.You can spend one year's worth of ducats and a portion of manpower for disaster relief, gaining 10 mandate in return.

Does this also fix the issue with the new hotfix where the Yangtze Event gives devastation to all of China instead of just the river adjacent provinces?
