Improved Administrative Capacity (3.14)

Hey Guys, Claire here!

Again i have created a nice little mod to help you to balance out the new changes with Stellaris 3.0.

<Improved Administrative Capacity> will change:

- lower the Administrative Capacity for 1 district to 0.5 instead of 1
- lower the Administrative Capacity for a colony to 1 instead of 5
- lower the Administrative Capacity for 1 branch office to 1 instead of 2
- lower the Administrative Capacity for 1 pop to 0.25 instead of 0.5 each

Especially in early game this will help you a lot. Later in mid/lategame it will balance it out by it's own because of the strong pop growth.
