How it is destroying any economy is confusing though, since it's produced in such a high quantity that it could only be an issue late game, since it's produced at a rate of 1 refuse:1000 workers.
First I just want to say, you have some really good ideas and skills! However, I'm not sure why you went so far as to add things like "refuse". I think you could benefit a lot from splitting your mod up (into several separate mods) since this mod is WAY more expansive than just a "Gemstones" focused-mod at this point.
I made a standalone "lite" mod on my personal PC based on your mod files, it was easy enough to do as I said previously, you've done a good job here and I really enjoy some of the thought process. I've been testing the mod edit to fine tune the balance but seriously, just having the "Diamonds" trade good as well as the associated buildings and pop needs would be a great mod on its own.
Is this something you'd approve, if I potentially release a standalone mod, while giving you the proper credit, or would you be more interested in developing it? Please let me know. Thank you and again I really appreciate your work here.
