Guide introduction
Welcome to this guide about the Conflict Of Nations -game (CoN).

Although this guide is mainly meant to help new players gets started, it might also be useful for players with more experience.

The guide is organized into multiple sections, allowing you to navigate and select the information you are interested in. However, you can read the whole guide if you think it's necessary.

I am currently working on this guide and will update it whenever I have free time.
Economy
The most important thing in this game is that you keep your economy at a good level. If your economy sucks, then your game is way harder—almost impossible. You can affect the economy by building arm's industry, morale, and invasion of cities. If you need some material very badly, you can buy it from the market above by clicking on the material you need, which opens the marketplace. Then you can buy with game money, not with real money.

You can easily keep economy on good condition by:
  • Building arm's industry
  • Holding morale as high as possible
  • Invading more cities on your control



Insurgencies & Morale

Insurgencies

Rogue states/insurgencies are pretty weak, and they are mostly just annoying. Insurgencies will spawn only in cities when their morale falls below 34%. Insurgent groups can also invade provinces, just like real players. You can prevent insurgencies from spawning by holding the city with one or more infantry troops after invading the city until morale is 34% or higher.


→ Despite the fact that insurgencies are controlled by computers and appear harmless, they are still able to win the game after they have received 1800 points.

→ Insurgencies has only 1,0 ATK/DEF Rating.

Coalitions
One of the biggest parts of this game is the coalition. Playing without a coalition can be difficult and annoying. Unless you are an experienced player or are just trying for fun, there is no reason to not join a coalition. Players who engage in a game without a coalition are often being targeted by opponents. The attacker typically has their own coalition members to send support.

Attacking alone on players who is joined in a coalition can also be devastating because they usually have allies to help them. Player who plays alone, can also be surrounded by coalitions, which means that expanding is getting very difficult, even if the players are newbies.

Allies

Typically when you joined in a game and picked a country, you start thinking will you make own coalition or join in already made coalition. Both has their own good- and bad sides. If you are making your own coalition, you have chance to affect on your future allies by accepting applications. If you are joining existing one, there's only way to discuss with your leader who are chosen in the coalition.

Before you join in a coalition or creating own coalition you should take a look in few points below:
  • Location of the nation is important when you need support from ally. In the worst cases you are already taken by enemy, before the help arrives, which makes your ally location important.

    → Notice that support from allies isn't the only reason to look at the location of the future ally. For example, big countries are easier to attack because enemies can attack from many directions, which can make defending pretty hard. Big countries are also good to accept because they are typically pretty rich, could sell materials for allies, and have more troops to use at the start of the game.

  • Rank is an important thing to take a look at. Sometimes, rank is irrelevant, but what matters more than rank is K/D. K/D shows the player's stats. Statistics are not always accurate, but they are a significant factor when you are choosing allies. K/D and rank show the particular player's skills, which can be crucial in later games.

    → It is worth noting that individuals possessing high K/D and rank may not always hold significance, as the player may participate in games with a high number of bots and obtain free experience and wins from those game modes.

    → Players without any buildings should not be accepted because they are typically very new to the game.
Intelligence
The impact of intelligence on your game can be significant. By using intelligence, you can recruit an agent for a mission, which will make your opponents' game more challenging. Assigning an agent without a purpose is a bad idea, as they could get caught and you would lose them. If your agent is caught, your opponent will have sight to your actions, resulting in an escalation of the situation.

  • Agents are suggested to used on mid/late game.

  • Agents are able to make an action every 24 hours of game time. The timing between actions depends on your game mode.

  • Agents can be assigned to provinces, where they can sabotage enemy airfields, field hospitals, and other buildings that can be built on provinces.

    → Agents recruit costs $10,000
    → Agents upkeep costs $250-$4000/day, depending on their mission.

  • Agents can be hired for four kinds of mission(s).

    → Intelligence = Intelligence will reveal information about opponents: research, mobilizations, and positions.
    (Affect only the cities where the agent is placed)

  • Getting information about research and troop(s) positions are pretty rare. Current mobilization it shows every time they can make an action

    → Corruption = Corruption will make opponents' morale lower and disturb recourse production. (Affect only the cities where the agent is placed)

    → Sabotage = Sabotage will cause damage to opponents infrastructure, delay construction, and delay the mobilization of troops.
    (Affect only the cities where the agent is placed)

    → Counter-OPS = Counter-OPS revels enemy stealth activity and agents activity.
    (Affect only the cities where the agent is placed)
Information about units 1
Infantry
Infantry's main job is capturing cities and territories. Infantry can be used for taking other units down, but they are kinda weak. Motorized Infantry can be used as max level for other units because they can shoot with grenade launchers, which is like little artillery. Other infantry's doesn't have that feature. Infantry category is the only unit(s) which can be used to capturing areas!


Infantry has six different kind of units.


• Motorized Infantry = Can be used for taking cities and territories. It's kinda expensive and weak before tier 3. 
You need only LVL 1 Army base.

• Mechanized Infantry = Can be used for taking cities and territories. Decent air defense at max level and great against tanks. Mechanized is expensive and almost same features than motorized. 
You need LVL 2 Army Base + LVL 1 Recruiting Office

• Naval Infantry = Can be used for taking cities and territories. Tier 1 troop is weak and expensive. It's slow, but it got +50% damage bonus in cities, which make it a decent unit. Also, it can land from anywhere every other unit needs to port (Special forces can at 4 level).
You need LVL 2 Army Base + LVL 2 Naval Base + LVL 1 Recruiting Office + Research

• Airborne Infantry = Can be used only for taking and territories. It's kinda weak at tier 1 and expensive. The only good thing is that you can fly with them. It's not even worth to upgrade to tier 2 or tier 3. 
You need LVL 1 Army base + LVL 2 Air Base + LVL 1 Recruiting Office

• Special Forces = Can't be used for capturing areas. Only for defense or attacking the enemy troops. They are a little bit weak against armored, but against infantry they are decent. Max leveled Special forces can land from anywhere + they are decent against armored too. Even they are kinda expensive, they still are in my opinion a good unit at later game.
You need LVL 3 Army base + LVL 1 Air Base + LVL 1 Recruiting Office.

• National Guard = Can be used for taking cities and territories. Very cheap and useful. Only bad thing is that they got pretty bad attack rating. For defense, they are very good. Can be used for spamming stacks. Tier 3 is worth it only in later game, and after you got big stacks.
You need only LVL 1 Recruiting Office.


Armored
Armored troops include 5 different kind of troops in their category. Armored troops are very common and also very weak against strike jets and helicopters. Without air support, they are useless. Armored troops are expensive, and they all need +2 LVL Arm bases.
Mainly armored are good for cleaning cities and taking down all other troops.


But remember that armored troops are expensive and also one of the most used troops in public lobbies.

Most of all armored units got same features and they can't conquer any areas. Only Combat Recon Vehicle and Tank destroyer can make air strikes as alone. Also, Amphibious Combat Vehicle can attack from seas as the name tells.

Artillery
Artillery is also one of the most powerful and useful troops to make. Artillery can hit-and-run from far away to other troops, and he can also use them to clear cities.

Most useful artillery's are Multiple Rocket Launcher (MRLS), Mobile Anti-Air Vehicle (MAA (someone can call it MAAV also)), Mobile Sam Launcher (SAM) and Mobile Radar (MD). Sometimes you can use towed artillery or mobile artillery, but they are not that great.

You should use Theater Defense System only If you know that enemy got missiles, so you can do few units for city defense.

• Towed Artillery (TA) = Used for "soft" targets, which are mainly infantry. It can be used for ships and armored units, but it does very little damage to them even at max level. They lose strength in forest, jungle, and tundra areas. Also TA gains +25% more strength at attack mod. when they are in a mountains area.
You need LVL 2 Army Base + LVL 1 Arms Industry

• Mobile Artillery = (MA) = Used for "hard" targets, which are mainly armored units. It can be used for ships and infantry but it does very low damage on them. MA lose strength in forest and jungle areas. Also MA gains +25% more strength at attack mod. when they are in a mountains area.
You need LVL 3 Army Base + LVL 1 Arms Industry

• Multiple Rocket Launcher (MRLS) = Used for any kind of ground targets. MRLS can be also used against ships and they are decent against them, but not suggested to use against ships. MRLS are pretty expensive but very essential at mid-late game because of their good firing range. MRLS lose strength in forest and jungle areas. Also MRLS gains +25% more strength at attack mod. when they are in a mountains area.
You need LVL 4 Army Base + LVL 1 Arms Industry

• Mobile Anti-Air Vehicle (MAA) = Used against air targets. MAA can be also used against ground targets but not suggested because MAA make low damage on them. MAA is pretty cheap and useful against air targets. MAA lose strength in forest, tundra, mountains and jungle areas. MAA don't gain any bonuses in different areas.
You need LVL 1 Army Base + LVL 1 Arms Industry

• Mobile SAM Launcher (SAM) = Used against air targets. SAM's are more expensive than SAM's but they does higher damage on jets. SAM's can't make damage on helicopters, but they can make damage on missiles. SAM's lose strength in jungle areas.
You need LVL 3 Army Base + LVL 1 Arms Industry

• Theater Defense System (TDS) = Used against defense of missiles. TDS is can be used against jets/planes, but they are weak against them. TDS lose strength in jungle areas.
You need LVL 5 Army Base + LVL 1 Arms Industry

• Mobile Radar (Radar/MR) = Used to track opponents troops via radar. Radar shows troop(s) positions and shows their type of the troop(s). Does not show the exact troop shown on radar. Radar are useful and cheap to make. They also have good range on the radar. Radar can make damage, but their damage is only against ground forces and they make only 0,5 hp damage per hit, which make them not suggested to use in combat.

Information about units 2
Helicopters
The main task of helicopters is to clean troops. Most weak things of helicopters is jets + Mobile Anti-Air Vehicle (MAA). Also, Mobile Anti-Air Vehicle (MAA) is the only ground anti-air troop which can make damage. Infantries can also make a little bit of damage on attack, but they can't attack them.



Helicopters can't attack or defend against fighters.

• Helicopter Gunship = Best against infantry and weak against armored. They are cheap and useful. You need LVL 1 Air Base + LVL 1 Arms Industry

• Attack Helicopter = Best against armored and semi good against infantry. They are pretty cheap and very useful. You need LVL 2 Air Base + LVL 1 Arms Industry

• ASW Helicopter = Best against submarines, and they are semi good against ships. Against other helicopters + ground, it's very weak. Strongest unit against submarines.
You need LVL 2 Air Base + LVL 1 Arms Industry


Fighters
Fighters have a large number of troops within their category. Commonly used fighter jets are Strike Fighters (SF) and Air Superiority Fighters (ASF). Stealth jets are very expensive, but they are pretty strong. Stealth jets are suggested for research and building later in the game because of their high costing.

The UAV is useful too, but they are only one hit target. UAVs are only stealth unit when they're maxed out. On Tier 2, UAVs can cause damage to ground troops, but it is not recommended that they be used on them.
If you have researched missiles, you can shoot cruise missiles with them. UAVs are also very inexpensive, too.

Every fighter is weak against anti-air.
Naval Fighter(s) and UAVs are only fighters/drones which can be operated from aircraft carrier(s).
→ There is two type of fighters which are "strike" and "air superiority" fighters.

• Air Superiority Fighter (ASF) = Used against air targets. They are strong against other fighter(s) and helicopter(s). ASF is very weak against anti-air units. ASF fighter can be also used against ground troops and ships, but they are weak against them and not recommended to use against ground troops or ships.
You need LVL 1 Air Base + LVL 1 Arms Industry

• Naval Air Superiority Fighter (NASF) = Used against air targets. They are strong against other fighter(s) and helicopter(s). NASF is very weak against anti-air units. NASF fighter can be also used against ground troops and ships, but they are weak against them and not recommended to use against ground troops or ships. NASF can be operated from aircraft carriers. ASF has to be researched for TIER 3 before unlocking max level NASF tier.
You need LVL 2 Air Base + LVL 1 Arms Industry + Research normal ASF

• Stealth Air Superiority Fighter (SASF) = Used against air targets. They are very strong against other fighter(s) and helicopter(s). SASF is very against anti-air units. SASF fighter can be also used against ground troops and ships, but they are only decent against them. Still not recommended to use against ground troops or ships. SASF cannot be seen when it's not in combat. SASF is only recommended to research on later game!
You need LVL 5 Air Base + LVL 1 Secret Weapons Lab + LVL 1 Arms Industry + Research normal ASF for tier 2.

• Strike Fighter (SF) = Used against soft and hard ground targets. They are strong against infantry and armored troops. SF's are very weak against anti-air + air superiority fighters. SF is also able to hit against ships, fighters and helicopters, but not suggested.
You need LVL 2 Air base + LVL 1 Arms Industry

• Naval Strike Fighter (NSF) = Used against soft and hard ground targets. They are strong against infantry and armored troops. NSF's are very weak against anti-air + air superiority fighters. NSF is decent against ships and helicopters, but fighting against helicopters aren't suggested with NSF. NSF can be operated from aircraft carrier. Normal SF also needs to research on max level to unlock max level NSF
You need LVL 3 Air base + LVL 1 Arms Industry

• Stealth Strike Fighter (SSF) = Used against soft and hard ground targets. They are very strong against infantry and armored troops. SSF's are very weak against anti-air. SSF is decent against ships, but not recommended to attack on them. SSF is pretty good against fighters and helicopters, but not suggested to use mainly on them. SSF cannot be seen when it's not in combat. Normal SF must be researched until tier 2 for unlocking SSF.
You need LVL 5 Air base + LVL 1 Secret Weapons Lab + LVL 1 Arms Industry

• UAV = Used on scouting. UAV cannot hit on any other troops on tier 1, but on tier 2 they are able to hit only on ground troops, but not suggested. UAVs are one hit targets which make them easy to destroy. UAV has to be researched on tier 3 to get it stealth and cannot be seen without combat or radar. UAV can be operated from aircraft carrier and it has decent range. UAVs are able to launch one cruise missile, but they have 12 hours reload time and they have to be tier 2 before they can launch missile(s).
You need LVL 1 Air base + LVL 1 Arms Industry


Heavies
Heavies include bombers, radar/AWACS planes and anti ships. Very useful planes, but same time pretty hard to play right. Expensive category and category including only later game troops.






• Naval Patrol Aircraft = Best against ships and submarines. Can be used for radar and very useful. Plane is also very cheap. You need LVL 3 Air Base + LVL 1 Arms industry

• AWACS = Only can be used as radar. It does no damage and very weak to every single plane, which can take planes down. Best radar unit in the game and very cheap.
You need LVL 4 Air Base + LVL 1 Arms industry.

• Naval AWACS = Only can be used as radar. It does no damage and very weak to every single plane, which can take planes down.
You need LVL 4 Air Base + LVL 1 Arms industry + need research normal AWACS to tier 2

• Heavy Bomber = Main task is destroying buildings + infantries (can be used for tanks). The plane is pretty cheap and decent bomber. Not the best heavy category plane. (Can't make any damage to other plane, support suggested)
You need LVL 3 Air Base + LVL 1 Arms industry

• Stealth Bomber = Main task is destroying buildings + infantries (can be used for tanks). Plane is very expensive and good bomber. Best bomber in the game, suggested only at later game.
(Can't make any damage to other plane).
You need LVL 5 Air Base + LVL 1 Arms industry + LVL 1 Secret Weapons Lab + You need to research Heavy bomber to tier 2 for research.

Information about units 3
Naval
Navy is one of the most important troops to make. Navy is strongest against other ships (Can be used for ground units). Ground troops can't hit navy troops (except artillery, low damage).




• Corvette = Best against other ships & submarines. Corvette is very useful at early game + very cheap. (Not worth to research higher than tier 2)
You need LVL 2 Naval Base + LVL 1 Arms Industry

• Frigate = Decent against other ships + good air defense. Best ship to make air defense against jets and planes. Very weak against ground troops + submarines. Frigate is also pretty cheap.
You need LVL 2 Naval Base + LVL 1 Arms Industry.

• Destroyer = Good against other ships + submarines. Very weak against ground troops + very weak air defense. Ship is pretty expensive and pretty weak. Still useful ship.
You need LVL 3 Naval Base + LVL 1 Arms Industry.

• Cruiser = Best ship in the game against other ships. Weak against other submarines and weak air defense. Ship in tier 3 is very expensive but still strongest ship on CON. Cruisers are good against ground units (very suggested leveling up for tier 3).
You need LVL 4 Naval Base + LVL 1 Arms Industry.

• Aircraft carrier = Weak to every single ship in the game + aircraft's. Very weak without other ship support. Carrier needs very many tactics to use it right. Also, it's very expensive.
You need LVL 5 Naval Base + LVL 1 Arms Industry.


Information about units 4
Submarines
Submarines are useful. Submarine category includes 2 different types of submarines, which are attack submarine and missile submarine. Submarines are pretty cheap and very good against other ships + submarines. Submarines can't be seen without Naval Patrol Aircraft (NPA) or other submarines. NPA can see submarines far away and is able shoot them down with torpedoes. Destroyers are decent against submarines but not worth as NPA or Elite subs.

→ The biggest threats are Naval Patrol Aircraft (NPA) + ASW Helicopter + Destroyer (Max level). All of those units are very deadly for all submarines. → All of the ships can make damage for the submarines but not good as those + submarines are counters for all ships.

Attack submarines are good for other ships + submarines. Can be used only for troops which uses water. (At coastal waters, they are losing up to -50% of their power.)

Elite AIP Submarine (EAS) is the only submarine which is for coastal waters. (High seas make unit lose -50% of their power)

• Attack Submarine (AS) = Very good against other submarines & ships. There's no air defense, which means it's very weak against air units. This unit can't hit ground troops.
You need LVL 3 Naval Base + LVL 1 Arms Industry.

• Ballistic Missile Submarine (BMS) = Pretty weak against other ships and submarines. Used for shooting missiles. There's no air defense, which means it's very weak against air units.
This unit can't hit ground troops.
You need LVL 4 Naval Base + LVL 1 Secret Weapons Lab + LVL 1 Arms Industry.

• Elite AIP Submarine (EAS) = Insanely good against other ships and submarines. Elite AIP Submarine has even air defense (not very strong). This unit can't hit ground troops. (You can get this unit only from seasonal units, and you need to buy monthly premium for that).
You need LVL 2 Naval Base + LVL 1 Secret Weapons Lab + LVL 1 Arms Industry. (Depends on unit level)


Missiles
Missiles are very expensive and suggested to use only in the later game. Missiles are strategical units, and they are same time pretty hard to play right.

→ Missiles are doing high damage to troops, but they are easy to destroy with frigates, SAMs and TDS.

→ Missile/Weapons Programs are just warheads, which allows you to build those warheads and using them for certain missiles, which are: ICBM, Ballistic Missile and Cruise Missile. You can use only Nuclear Weapons Program for ICBM, and you NEED to research for all programs to build ICBM's.

Officers
Officer(s) are giving boosts to other units or troops. Officers are pretty cheap to research, but producing them is expensive.

Every single officer has limited mobilization, which is 1. You can remake the officer only if the officer gets destroyed by the enemy.

NOTE: You can upgrade officer(s) leveling only by in-game levels. (Some officers aren't usable before X level.)

NOTE 2: Bonuses will increase by leveling the units. (I will write more about it later!)

• Infantry Officer = Best for combat. Infantry officers have weak defenses against the air. Still, the officer is good against tanks and other infantry. The biggest weakness of Infantry Officer is air units + artillery
You need LVL 1 Army base + LVL 1 Recruiting Office.

→ Infantry: ATK: +15% | DEF: +15 | SPD: +15% (At level 1)
→ Tank: SPD: +15% (At level 1)

• Airborne officer = Good support for helicopters and infantry. Best with normal airborne infantry. Weak defense against air. It cannot conquer any territory or city. The biggest weakness of Airborne Officer is air units
You need LVL 2 Army base + LVL 2 Recruiting Office

→ Infantry: ATK: +10% | DEF: +5% (At level 1)
→ Helicopter: ATK: +20% (At level 1)

• Tank Commander = Great for combat. Compared to normal tanks, the tank commander is awesome. Air defense is weak, but it becomes better by leveling it up. It cannot conquer any territory or city. The biggest weakness of Tank Commander is artillery + air units.
You need LVL 3 Army base + LVL 2 Recruiting Office

→ Infantry: SPD: +15%
→ Tank: ATK: +20% | DEF: +10 | SPD: +15% (At level 1)

• Rotary Wing Officer = Great against ground units but weak against air units.
By leveling up, air defense against other helicopters becomes better. Even at max level, a Rotary Wing Officer cannot hit or defend against any jet(s). Also, by leveling up, the officer can make it do better damage to ships (but still don't use it against ships!). The biggest weakness of a Rotary Wing Officer is anti-air + jets.
You need LVL 1 Air Base + LVL 1 Recruiting Office

→ Jet: SPD: +10% (At level 1)
→ Helicopter: ATK: +15% | SPD: +10 (At level 1)

• Fixed Wing Officer = Can be used as a strike fighter or can be used as an air superiority fighter. The jet officer is quite powerful. The biggest weakness of a Fixed Wing Officer is MAA/SAM (Anti-Air).
You need LVL 2 Air Base + LVL 2 Recruiting Office

→ Jet: ATK: +15% | SPD: +10% (At level 1)
→ Helicopter: SPD: +10 (At level 1)

• Naval Officer = Most powerful ship in the game. Best against other ships and decent air defense since level 1. Weak against ground units (still can be used for ground units, but not suggested). The naval officer is decent against submarines. Can see submarines with a range of 100. At level 4 (Tier 2), the naval officer is a stealth unit. So it cannot be seen without radar, which detects stealth units. A naval officer is decent against enemy missiles (but not alone; suggested using with cruisers or frigates). Can launch missiles with 12 hours of reload time (in-game time). The biggest weakness of naval officers is submarines (even though they do pretty good damage to them).
You need LVL 2 Naval Base + LVL 1 Recruiting Office

→ Ships: ATK: +10% | DEF: +15% (At level 1)

• Submarine Commander = Submarine Commander is a stealth unit. It can launch missiles with 12 hours of reload time (in-game time). It cannot be seen without radar, which detects stealth units. Pretty weak without other submarines. The biggest weakness of Submarine Commander is NPA + ASW helicopters (both are anti-ship).
You need LVL 3 Naval Base + LVL 2 Recruiting Office.

→ Ships: SPD: +10% (At level 1)
→ Submarines: ATK: +15% | DEF: +15% | SPD: +10% (At level 1)

Remember to use officers wisely. Don't spend them.
Strategies
In the time when you decide to join a new game, you should already have an idea about troops on which you are going to focus.

ASF + Heli strategy

  • Make recruitment offices in every city you have for higher manpower income and research for the National Guard.

  • Research for Air Superiority Fighter (ASF) and helicopter gunship and build an arms industry in your capital, which has already built an air base by default.

  • Start building the first ASF as soon as possible. Build an arms industry in cities that produces: electronics and Rare Materials to increase your income on those resources.

    You should make at least 2 ASF, but if the enemy doesn't build ASF themselves, you should focus on helicopter gunship.

    → Also start mobilize national guard(s).

  • You should start stacking all of your start units as soon as possible and engage in your first enemy attack.

    → Towed artillery can be used to make a little more dmg to enemy forces, but it can also be used to defend positions in your capital.

    → Soon as you get 2 ASF's + 2 Helicopter gunships, you should use those as support in the attack, but destroying enemy ASF is your top priority, when using helicopters.

  • Start making hospitals as soon as possible in your capital city, so your unit(s) could be healed.

    → The maximum level for hospitals is suggested to be around 2–3 levels.

  • Leave one National Guard or Motorized inf to the city that you have conquered; it should be enough to defend from Insurgencies.

    NOTE: The situation isn't always the same, which always doesn't allow you to use this strategy.

@BraZZers Depends on your enemy. In public games many hasn't even AA. But bombers are pretty slow and can't defense their self.

-> That's why I suggest jets.

-> And remember to do AA for yourself too. It's important.

Stealth planes are easily shot down by anti-aircraft guns?

@BraZZers I would use stealth jets. 5 in one stack. Depends do you need attack planes or superiority jets.

-> Both are decent but got their own target(s).

Which airplane would you choose between those 2? And your tactics have a lot of troops in them, through which they are penalized, I would divide them, but I don't know how many parts I would divide them into

@BraZZers Yes, both of them can use patrol mode. Enemy can see them only in combat or only with radar who can detect stealth units.
