The "Guoguang Plan" refers to the secret plan of "counter attacking the mainland" formulated by Chiang Kai shek in the 1960s.
The "Guoguang Plan" began on April 1, 1961, including five categories of 26 operational plans, including "landing, special operations, attacks, counterattacks, and response to violence", and 214 staff research cases. On July 20, 1972, the "Guoguang Plan" was terminated.
