This guide describes how to enable unused DLC (that were in X360 and PS3 versions) and how to bypass the DLC save error by editing the save file, which might be useful in following scenarios:
A) If there are problems with the game's DLC depots.
B) You have previously used custom made DLC titles (mods) and those files become unavailable, but you still want to access your save file.

Introduction
Now that the DLC issue has been solved, I've decided to change this guide to a general DLC guide.

This guide was originally created when the infamous DLC error happened in November 11, 2022 when Steam client was updated. This problem was eventually fixed on February 27, 2023.

The reason why this problem happened was because how Steam's DLC depots are managed for this game. These depots didn't contain any DLC files as the base game has them already[steamdb.info].

These depots only serve as activators for Adventurer Starter Pack's items and Costume Pack's Customize Packs items. Bonus Title DLC files are automatically detected when the files are placed in the game's DLC directory and doesn't rely on depots.

When you install DLC for a game on Steam, it adds information in the game's configuration file (<app_id>_appmanifest.acf) located in ".\Steam\steamapps" directory.

Because Tales of Vesperia's depots didn't contain any files before February 27, 2023, this information wasn't generated and wasn't added during installation.

So the temporary fix at the time was to add it yourself:
"738542" { "manifest" "-1" "size" "0" "dlcappid" "821740" } "738543" { "manifest" "-1" "size" "0" "dlcappid" "821750" }

So you're probably wondering how they solved this issue? They created dummy files called "pack1.txt" for "Traveler's Item Pack" depot[steamdb.info] and "pack2.txt" for "Character Customization Set" depot[steamdb.info]. Now that DLC depots contain files, this ensures that proper "manifest", "size" and "dlcappid" are generated for these depots, so their function as activators should work properly.

It's a little bit odd why didn't they just add DLC files to their own depots, like this:

CONST_<number>.dat files do not contain any additional data. These files activate the DLC in the game's memory which requires the DLC app to be installed properly. The value inside the file indicates what value is activated in the memory.
X360/PS3/Unused DLC
The game has additional DLC that is not activated by the Adventurer Starter Pack or Costume Pack. Some of this DLC was used in X360 and PS3 versions. You can activate this DLC by editing the save file.

To change anything in a save file, you're going to need a Hex Editor. For this tutorial, I'm going to use HxD: https://en.wikipedia.org/wiki/HxD

As an example I'm going to add Herb Set DLC item to save slot 1 (TLSaveData0_00).

01. Open the save file in HxD and choose Search > Go to... (you can also press CTRL+G)



02. First, check that Offset relative to is set to begin and hex is selected. Since we're going to add Herb Set, we're going to jump offset A59AC.




03. Now that we're in offset A59AC, simply overwrite its 00 as 01.




04. Then simply save the file, start the game and load the save. You should now see Herb Set DLC in your inventory.
Bypassing DLC Error
If you ever find yourself in a situation where you cannot load your save file, because it cannot find the DLC.

01. Open the save file in HxD and choose Edit > Select block... (you can also press CTRL+E)



02. First, make sure end-offset and hex are selected. Start-offset should be A7BC8, while End-offset should be A7E41. Once you have done typing the correct start and end offsets, click OK.



03. If you did it correctly, the offset range from A7BC8 to A7E41 should be highlighted:



04. Choose Edit > Fill selection...



05. Fill pattern: 00 should be selected by default, so just press OK.



06. Now the offset range from A7BC8 to A7E41 should be filled with zeroes.

07. Save the file, start the game and load the save file. The error shouldn't pop up anymore. If you previously used custom costume titles, they will appear as Network Title <number>.
Tales of VS. Skits
There was a pre-order bonus for Tales of VS. on PSP in 2009, it came with a download code for TOV's PS3 version that would download three DLC skits that could be viewed at Nam Cobanda Isle's Skit Player.

While the actual DLC files are not included in Tales of Vesperia: Definitive Edition, they do exist in SWF (Adobe's Shockwave Flash) format in the skit directory:
.\Tales of Vesperia Definitive Edition\Data64\chat_swf

These SWF files can be watched by using a software that can play flash files (e.g. Ruffle). The downside is these skits have extremely low quality audio, so I've decided to provide a transcript and a translation for these skits, because they only exist in Japanese.

Hard to say. Just make sure you don't accidentally overwrite anything else except the required address range. Other than that, the game could be crashing for a different reason.

I get the error the DLC cant be found so I do the bypass method but when i load the save file the game crashes. What am I doing wrong here?

So I tried this method and it didn't work for me however I did find another that did work.

1. Go to the Help icon at the top and go to Steam Support.
2. Locate the game and go to the DLC you Own and select any of the DLC you downloaded.
3. Permanently delete the DLC from your library and restart Steam.
4. Go to the Store to redownload DLC.

This method worked for me it its crucial to restart after deleting because for some reason it recognizes its still in your library and you may need to restart computer or leave Steam for a while so it can update otherwise the issue will not resolve.

While this worked in the end, I noticed Steam was changing the text file back to its original form every time I edited it, even if I saved the changes. Not sure why, but it didn't do it after a few tries and my game worked. I also tried changing to file to "read only", but that didn't seem to help. Just putting it here in case someone tries it and it doesn't work; check the file and retry.
