27 different 1024x1024 pixel textures you can use as decals. Colour is changeable using Move it and Prop Anarchy.

and same 27 textures for Procedural Objects mod.

Textures by Rameninhalierungsgerät, Decals and PO Texture Pack by Chamëleon TBN

Count correct and you see the last two are just our logos and not parts of the decals :P

how would you use these? create plane with texture and fit over sidewalks? or is there a less timeconsuming way?

You should make a mod that puts decals over the map tiles when you go to unlock another one. Incorporate it into 81 tiles, so as you unlock them, you get another part of the picture, so in the end you get a cat or something.....:steammocking:
