- decreased pop spawn by ~50%-60%
to reudce lag and make coring less pp intensive as well as making manpower a more important resource

- Countries with large coasts get more convoys whereas countries with very little coast get fewer

- Give additional convoys per Island state

- Slighty reduced chance for states to have no infrastructure at all

- Slighty increased chance for states to be small towns, decreased chance for wastelands

- Fixed old state manpower not being overridden - this was the main cause for overpopulation :)

- Unified random tech and randomizer into one event - (old event still accessable under random.1)
