Even tabletop/pen&paper D&D is full of homebrew content by the players, for the players, let alone all the campaigns and scenarios. Larian Studios HAS stated they want to make the closest representation to tabletop as they can, and to do that, supporting customization and creativity should definitely be on their list to do. Hopefully they do this.
