The cat ears are one of the helmets in Fox's Weapons Mod Set .
It is actually a flapped helmet with cat ears, but the screen is zoomed in so you can't see the flange part of the hat, so it looks like just cat ears.
This hairstyle is also from another author's mod that is not on steam (I don't have the ability to model CG from scratch myself), but a relatively similar hairstyle can be found at AF Hair .
By the way, the character on the screen is VOICEROID's Tohoku Itako, but her eyes are actually red, so the character make-up on this screen is a failure.

Gotcha, I saw the cat ears and thought to myself that I havent seen any mods with those before but it looked familiar to the other mod, so yeah.

The mod used for this character is a VOICEROID mod that I made myself (but have not made public) that applies the JRPG Vanilla look to the character, so if you have JRPG Vanilla installed, you should be able to make the same face.
In JRPG Vanilla's Face Adjustment, if you stop the Template slider without swinging it to the far right and adjust the height of the eyes and parts, you can create the appearance shown in the image. (You can create a variety of looks with a lot of flexibility.)
