I think Silencer is pretty much a safe to pick support no matter what the situation.
Unless the enemy team is all 5 hitters thats a bad lineup.
This is good especially if you have another support in the lane with a CC

Basically you support with Harassing the enemy. Your skills hurt early game so keep harassing.

When your lane does not have any CC and the enemy in that lane has alot. I don't recommend using Nortrom as Support.
