Go to:
steamapps\common\Chronostorm Siberian Border\Profiles\Player
(easy way via steam library local files\browse)

and select:
TimeOfWar_Game.cfg

while selected right click on it and select edit, change resolution if you like at the top there but scroll down till you see:
e_logosenable = 1

change to:
e_logosenable = 0

save changes and start game

For me, I had to delete the video files and then use Windows XP Compatibility mode as well.

I managed to run the game on 1920 x 1080 just by giving the "Chronostorm" shortcut in the games main folder then in the Bin folder Compatibility mode to Windows 7

If you still have problems try changing the resolution also

it fixes the white screen then crashes still
