The upgrade isn't innate as the idea was to stay as close as possible to the Secret Technique card. That's why it also does nothing if you have no powers in your deck/ drawpile so that is the same behaviour as Secret Technique

If you really want to make this card op in "power build" you can give the upgrade version Innitiate insted of remove the exhaust

Removing the exhaust is a nerf if you don't have any power card left in the deck

However, it's a realy good mod support for power build

in some of my games i like collecting lots of cards, like 2000 3000 etc, and it slows down if i get to pick any card from the draw deck, but this will help as it limits to powers.

a but like a power hungry card which i think is only for a pirate mod :)
