It doesn't work clientside becasue servers check file consistency and not allow sound mods. You eitehr have to ask servers admins to disable check for this specific sound or add mod to their server.

Can you continue working on this ? I think the reason why it's not working on servers is because of the errors on the incorrect Lua script

Could be, I suck at sound editing, probably failed at creating loop.
