See, the nice part about the Independent route is you're basically hijacking Mr.Houses entire plan, but have the power to tweak it to be a little less of an autocratic dictatorship. After seeing first hand all the failings of an Old World republic, getting a crash course in Hegelian dialectics from a cosplaying warlord and his slave army, going thro Mr.Houses' plans for the future, picking the brains of the best scientists (Big MT, Elijah, ect) and the wonderful font of wisdom that is Ulysses, I'd HOPE the courier would've picked up some things about how to govern a society. Like, that's more or less the deeper meaning to all the factions, they all have imperfect plans and none of em are close to being ideal, but as the dude who kicked em all out and now runs Vegas, you get the say in which ideas to keep. Cherry-pick the good stuff each faction/leader had, and toss the rest.
