What is the reason of blocking?

The tent/tents and base block the spawn of units, because something block their way to the enemy car. It can be buildings, like sniper towers, or the walls, that you built in the row. During defence when this "blocking things" are destroyed, the units begin to spawn.

How to solve it?

To solve it, you need just to move or store the building or the wall, that block the way out from the base and tents. When you did it, you can see that base and tents work.

Additional info

Any sandbags, tank traps, barbed wire let your soldiers (and enemy's) go through or bypass.

There is also a limit to the amount of units you can spawn. So if you have lots of sandbags that are occupied then you will have spent your limit and no more tent units will spawn until the old ones die. I think the limit is like 15 of each unit, but its been a while since I checked this.

So lets assume 15 is correct. Then after 15 units are spawned by a tent and camping behind sandbags, then no new units will be spawned. Then if lets say 5 units die then the tent will resume spawning units.
