I've used it myself, and sometimes it resets immediately, and sometimes it stays full forever.
This is a specification of the game and there is nothing you can do about it.

using customize it, as you suggested, i noticed that this asset does not have garbage consumption but instead garbage processing. Is this maybe the problem then?

When i place this down it fills up istantly. It does not process the garbage, and stays full forever.
Am i using it wrong?

I have been looking for a good looking garbage dump asset, this looks really great! Others are just tons of basic props thrown into an asset. Your creation looks very unique. Thanks for sharing :)

This is perfect for the nature reserve I built on an island with only ferry access. I could build a bridge,but it'd look terrible.

I'm sorry if you already know this, but there is a mod called Customize It!
It allows you to set construction costs and more, so why not try it?
