• Play as Turkey.
  
• Start NON-HISTORICAL, reset until Germany does Oppose Hitler.
  
• Boost Non-aligned in Czechoslovakia and make sure Austria/Czech/Hungary all have 40-50% NA.
  
• Wait for Germany to do it's focuses in 4 years. Get achievement. EZ

Start the game on non-historical, Germany has a 10% chance to go Oppose Hitler. THIS NEEDS TO HAPPEN.

Start your focus tree and form a Spy Agency, but otherwise wait 70 days. If The German civil war doesn't start, try again.

That's it, that's all of the RNG. Once you get the German civil war you are almost guaranteed to have the German Empire pick the correct focuses (Revive the Kaiserreich and later, Rebuild the High Seas Fleet).

They will continue to go down their focus tree and eventually do Central Powers and Rekindle Imperial Sentiment. By the time they do this, you should have boosted Czechoslovakia into 40-50% non-aligned and they'll form Austro-Hungary very quickly. EZ

Turkey doesn't need to do much for this achievement. You need to boost Czechoslovakia from 20% non-aligned to 40-50%, and you should win a civil war to become the Ottoman Empire.

As soon as you get have a Spy put them in Czech. Start boosting their non-aligned support as soon as possible. You have about 4 years until Germany does all it's focuses, so you have until 39-40 to get czech to 40-50% non-aligned, and make sure that Hungary doesn't fall below 40% because it did the Strengthen Fascists focus.

Full disclosure, I am not 100% certain that you need to reform the Ottoman Empire for this achievement, but I had the most success with that strategy.

The most important things are:

• Use focuses to get democratic support and don't waste time on decisions.
  
• Support democratic in EVERY event.
  
• After you pick the democratic party to win the election, the Looking Outwards focus will be replaced with Purge Officers. YOU NEED TO CHOOSE BRING BACK OTTOMAN OFFICERS

After picking that focus you will get the Civil war. Win it, and settle down to wait.
I wouldn't recommend attacking Greece because you're increasing world tension for no real gain.

The common misconception I saw online before doing this guide is that Hungary needs to do Balanced Budget and form the Austro-Hungarian Empire through it's focus tree.
This is 100% false.
Once Germany does Oppose Hitler, they're almost guaranteed to do the focuses needed to form AH. The only issue is that Czech starts with 20% non-aligned, and WW2 can start before they reach 40-50%. So if you boost Czech and try to keep world tension down, this achievement is incredibly easy.
