The physx loader is a 32 bit dll file but 64 bit versions exists in the physx installer you download separately.
You can also use a dxvk mod for the 32 bit of dx9 for this game as it'll likely let you ignore or override the crashes and errors that dx9 games does a ton.
Basically the dx9 instructions is translated to vulkan.
This is because code in the source is only referencing dx9 stuff and nothing new, so any bugs in dx9 wouldn't be easily bypassed without changing out the api in a sense.
I also run the game as administrator just in case and adjusted some tweaks on my end on how my hardware treats this game, like using different vsync options and overriding antialiasing or whatnot.
You will have to mod the game in odd ways and trial and error.
