I managed to get this mod working, you have to do the following:
1)Go to where your steam folder is located and go here: "...\steamapps\workshop\content\105600\2464278453\Content\Images", (the dots being where the main steam directory is).
2)Copy the file named "NPC_228", which contains the Witch doctor skin.
3)Go into the folder named "TownNPCs", which is located in the same directory you just copied the witch doctor skin, and paste the file.
4)Rename the file you just pasted from "NPC_228" to "WitchDoctor_Default", leaving no additional spaces or characters in the name.
5)And if you did everything right, It should work.
