Double Jam seems almost mandatory, can be somewhat mitigated by illuminators and such, though defending party (jammers) seem to have a slight advantage. It's just from the back of my head, but you should check it out. They tested thoroughly and put it in neat excel sheets and diagrams.

Something I'm wondering. Does the effect of blanket jammers stack? Ist it possible to activate 2 at the same time to completely mess up the enemies targeting?
