1). Set the compatibility of the .EXE file to Windows 7.

2). turning off decals and bokeh from game’s video settings.

3). A. Start Steam, go to your Library and right click Just Cause 2.⠀
B. Choose Properties from the menu.
C. In General tab click on Set launch options button.
D. Enter /dxadapter=0 or /dxadapter=1 and save changes.
E. Try running the game again.

4). try turning off steam overlay.

5).If non of them not help try to play on window.
