I can confirm that all of this work. However - and I'm not sure if this is due to my use of Ingame Editor (IGE) - the game gets noticeably unstable starting in around Industrial/Modern Era. Clicking the tech tree often causes my game to crash, so I try not to click it much and plan all my research ahead and queue them. As I mentioned, I use IGE because there are bugs in Sapiens.
For quality of life mods:
Ingame Editor (v39). I use this because Sapiens has some bugs, for example, popping great writer gives you less culture than advertised, so I use IGE to compensate. However, IGE makes the game unstable, and I often crash, so I usually turn on IGE only when I need it (it doesn't affect your save), apply the "hack" I want, save the game, quit civ5, relaunch and reload without IGE.
