How to solve display problems on high resolution screens (candidate for satisfactory results)

The custom size was the problem. The window was at 135% size and in full screen it somehow still finds the wrong location for the mouse cursor (135% of the actual position of the cursor). To solve it you go to the game's .exe file, select properties, go to the Compatibility tab and enable 'Disable display scaling on high DPI settings'.

(You can use this if the other version doesn't work)
Yeah... I just had to reprogram the resolution.(Not a difficult fix at all if the other option doesn't work)

File Name: Preferences.txt
What to edit: Lines 1 & 2
What to set it to: 640 x 640

What happened: The game booted into safe mode allowing me to use it, this should allow you to set resolution in game, although it doesn't seem the game has the bit of code that prevents it from loading outside your screen(But it's an older game so some slack is 100% deserved).

Little clearer. steam-steamapps-common-defcon. Left click defcon once. Then right click and click properties. This should now bring up the compatibility tab. Then click the button (change high DPI settings). Then at the bottom of the tab you will see High DPI scaling override. There will be a checkbox with Override high DPI scaling behaviour next to it. Tick the box. Then make sure (Application) is selected in the drop down box. Click OK. Then Apply and you are done.

For those looking for the option, it's disable high dpi override by the application in compatibility --> change high dpi settings

I disabled the the high DPI setting and it's now sized to my screen but the text menus are microscopic any recommendations?

Theodorrex, I just had the same issue! Slightly confused but then I found why. When you go into the game folder, don't just right click the .exe as the menu will be slightly different. First, left click once to highlight it, and then right click. You will now see the compatibility menu.
