Artifacts are the heaviest loot you can find during stealth heists, slowing you down to 37.5% of your usual speed. Which perk deck can move the fastest, while carrying such heavy loot? Many would probably assume that would be Yakuza, because that's the perk deck often associated with speed. However, there's one perk deck that can move even faster than Yakuza, and that is... stealth Anarchist.
This video explains just how fast that is, and how it works, and how we can use this knowledge to improve some of our strategies or builds. One of its advantages is that you can carry heavy bags (gold, weapons...), which usually have a movement speed penalty of 25%, at the same speed as you would carry money, i.e., no movement speed penalty (technically 2% penalty, but it's barely noticeable).
