1: Navigate to Steam \ steamapps \ common \ Borderlands 2 \ WillowGame \ CookedPCConsole (for BL2) or Steam \ steamapps \ common \ BorderlandsPreSequel \ WillowGame \ CookedPCConsole (for TPS)
2: Find the file called UI_Frontend_Upsell_SF.upk and delete it
3: Done
