k posting a screenshot now of where you need to go. Sorry, didnt realize there was another window nearby. You need to climb up to the roof top and use a couple rope arrows to get around the corner.

IIRC you have to start from the rooftop to the northeast of there, and use 2 rope arrows to get to the platform in front of the window. The painting should be on a wall just inside.
