Having problem with that pesky "Cut Out The Middle Man" achievement? Worry not, there is simple solution to get it easily.

Once you unlock island #2, just head to that destination






Once you get there, you should notice 4 camp houses, and plenty of civilians outside, just remember to use hearse, you should have no problems getting 10 of them in 60 sec.
