Right-Click Dirt 5 in Steam > Manage > Browse Local Files > Right-Click "Dirt5.exe" > Compatibility > Check "Run this program as an administrator" > Click "Apply" and then "OK"
Next for Windows 10
Right-Click Taskbar Start Button > Left-Click "System" > Under "Related settings" on the right side of the System Window > Left-Click "Advanced system settings" > Left-Click the "Settings..." box under Performance > Left-Click the "Advanced" tab > Left-Click "Change..." under "Virtual memory" > Uncheck "Automatically manage paging file size for all drives" > Left-Click "Drive C:" > Left-Click "Custom size" > Set the "Initial Size" and "Maximum Size" to "4096", Left-Click "OK" > Then Restart your computer.
After I performed the above steps, I was able to launch Dirt 5 for the first time.
