Clearly suggestive content and frequent nudity are only allowed with content descriptors in the game hubs mark as "Frequent Nudity or Sexual Content" and "Some nudity and Sexual Content".
When UGC is uploaded to Steam, it is assigned content descriptors based on evaluations from Google Cloud Vision and Amazon Rekognition. If players have set their preferences to not see a specific type of content, any items with that descriptor will be removed or blurred with a warning.
As with everything on Steam, we rely on feedback from our community to calibrate our decisions. I have forwarded this report to other members of Valve to be a part of our conversation as we continue to improve our service.

you might know, I still have my own with Zetnus
plus other... questionable Zoey models are still up as far as I'm aware
but not even Zoey, plenty of other questionable mature content
Zetnus and I even looked into it long ago and got clarity from Steam
we even have a screenshot of the conversation on our items for a disclaimer
you probably already knew the procedure... censoring and tagging
titles not containing any NSFW words
tagging being the "content descriptors"
didn't even realize they were removed again!
was there ever a reason given for removal?
or just "banned" with the red border around the items?
sometimes i've noticed you have to waste your time contacting support
