The empire was just renamed Saxony, however I did start as the Saxon king in 769. I havent touched this save in awhile but it might be the roman title, or a renamed byzantium. Either way, it's an empire and there's no empire named Saxony. I went Feudal as early as possible for my military, and went as high of control as possible, though I dont recall the exact path to this point.
