When you hit the Card Drop, don't look at the card, focus on the lights: the moment they disappear behind the black pop-up, shift your focus to the right side and follow the target that appears directly after that. Get your coin through this target and you have another Card Drop. I had 15 in a row like that, coin after coin (no light early and needing a second coin).
I won 18 or 20 Popcorn Pete prizes with somewhere between 150 and 180 dollars, and 1.5 hours playing (Real time, not in-game time!!, so only for birthday mode)
Timing the targets:
We will distinguish the targets into two halves; the left most half will require an "early" shot for the coin to pass through, and the right most half will require a "late" shot. Once you can get the coin to pass through when you intended (most of the time) then you are ready to start timing the lights.
Timing the lights:
In general, you want to go for late shots. This will give you enough time to be able to hit the next target with an early shot if necessary.

I actually prefer the light stopping to the right of the card drop (in Rayune's guide he claims it is a problem) due to being able to "control" the speed of the light in a way, by hitting consecutive targets.
