Divine Civility Insanity Edition

This mod simply raises the maximum civil skill cap to 25.

This mod is designed to allow you to go mad with skills like Thievery that scale upwards with level. You probably want to use this with a mod that increases the number of civil points you can get in the game for maximum effect. It's a small branch off from my old Cap Tweaks mod, to allow people to adjust their maximum civil skill without changes that will potentially impact the balance of combat.
